I. Preamble
The “Young Guns Fantasy Football Championship” is a rookie-based dynasty league which utilizes players who are in Years 1 – 3 of their NFL careers.
The 2013 auction draft will be limited to the NFL rookie class of 2013. The 2013 season will be played solely with this pool of players. In 2014, the NFL rookie class of 2014 will be added to the pool of players. In 2015, the NFL rookie class of 2015 . . . and so on. Each rookie class has only three (3) years of league eligibility. This means that 2013 rookies will be ineligible from the 2016 season (2014 rookies for the 2017 season, and so on).
The League is hosted by ESPN’s platform. Proboards.com will be used for draft purposes.
II. Standard of Conduct
Managers are expected to maintain an appropriate standard of courtesy, etiquette, civility and fair play. Obscenity, vulgarity, pettiness and other similar conduct will not be tolerated.
III. Divisions; Teams
The League is comprised of eight (8) teams, which are split into two (2) divisions:
o East o West
Division alignments are determined annually by the commissioner, taking into account rivalries, prior year’s performance, and other relevant factors.
Managers are strongly encouraged to have a team logo (and to maintain both their team name and logo from season to season). Re-naming of a team or changing a logo mid-season is strongly discouraged.
IV. Rosters
For the 2013 season, rosters shall consist of seven (7) players . . . broken down as follows.
o OUP, WR/RB, WR/TE, DUP, 3 BE
For the 2014 season, rosters will expand to include twelve (12) players:
o OUP, RB, WR, WR/RB, WR/TE, DUP, 6 BE
For the 2015 season and thereafter, rosters will expand to include eighteen (18) players:
o OUP, RB, RB, WR, WR, WR/TE, TE, DUP, DUP, 9 BE
Managers are expected to field a full roster of active players every weekend. If a manager starts an inactive player, or fails to fill an active roster spot, the commissioner will review the incident in question and send notice to the manager in question. A subsequent incident by such manager during a given season may result in disenfranchisement (with management of the team to be assumed by a stand-in).
V. The Draft / Salary Cap
The draft is conducted on ProBoards.com. It is a slow-auction style draft.
Each manager has the opportunity to nominate one or more players. The default bid for a nomination is $1. Once a player is nominated, the bidding period will remain open for one week (i.e. if Manager X nominates Aaron Rodgers on July 4th at 1 pm EST, then the bidding will close on July 11th at 1 pm EST).
• For the 2013 season, the salary cap will be set at $100. • For the 2014 season, the salary cap will be set at $150. • For the 2015 season and beyond, the salary cap will be set at $200.
Managers are responsible to track their cap room during the draft and thereafter (during free agency acquisition). Any player who is cut will count 100% against that season’s cap. No penalty for subsequent seasons.
VI. Scoring
The League uses the following scoring system:
Passing
• Passing Yards: 0.04 point per yard (e.g. 12 points for 300yds) • Passing Touchdowns: 3 points • Interceptions: -1 points • 2pt Passing Conversion: 1 point
Rushing
• Rushing Yards: 0.12 point per yard (e.g. 12 points for 100yds) • Rushing Touchdowns: 4 points • 2pt Rushing Conversion: 2 points
Receiving
•Receiving Yards: 0.12 point per yard (e.g. 12 points for 100yds) •Receiving Touchdowns: 4 points •Each reception: 0.5 point •2pt Receiving Conversion: 2 points

VII. Standings; Stats
League standings are tabulated weekly using H2H results. Ties will be broken with aggregate Points For. Weekly standings will be presented on Tuesday or Wednesday on the League’s homepage on ESPN.
VIII. Free Agency
Acquisition is by way of free agent auction using ESPN’s standard system.
Managers may only acquire eligible players. If a Manager acquires an ineligible player, that acquisition will be voided and the acquisition cost will count against the Manager’s salary cap. For example, if Manager X picks up Titus Young for $3 off waivers, then that acquisition will be voided but the $3 will count against Manager X’s cap space for the season in question.
Each free agency acquisition will count against the salary cap. For example, if Manager X successfully bids $3 for Player A, those $3 will count against Manager A’s salary cap. If Manager A had only $2 of cap room, then the acquisition will be voided, and those $2 will be deemed spent.
IX. Trades
Player trading is allowed from the completion of the draft until the week 17 waiver deadline.
Salaries are transferred during a trade, so each manager must make sure that he has enough cap room to take on the new player(s). Any trade in violation of a manager’s salary cap will void the trade, and that manager’s cap space will be deemed spent.
Cap space itself cannot be traded.
Trade Review process
Upon acceptance of a trade, the commissioner will review the trade for collusion or extreme unbalance. If a trade looks to be a result of collusion, or is extremely unbalanced, each manager will be notified and asked to justify the fairness of the trade. If the commissioner deems that the trade is either a result of collusion, or is extremely unbalanced, the trade will be struck down.
In addition to the commissioner’s review, league managers also have a right to review any trade. Three (3) vetoes will cancel a trade. Trade vetoes should not be used strategically or flippantly. A trade veto is a grave action that should only be exercised if there is a material appearance of collusion or the trade is extremely unbalanced. A manager who vetoes a trade will need to publically explain his or her viewpoint to the League.
In the event that a trade is accepted, but has not yet gone through the review processes described above, and one of the players in the trade is injured, such injury should not be factored into the trade review analysis. In other words, managers trade at their own peril.
X. The Season
The League’s season will run from NFL week 1 through NFL week 14. Each manager will face all other managers twice. The two division champions will face off in Weeks 15 & 16 for the League Championship.
XI. Fees
There is no league fee, nor any payouts.
XIII. Amending the Rules
A proposed rule change can be submitted for commissioner review at any time. If a proposed rule change is deemed “possibly appropriate” by the commissioner, it will be submitted for a league-wide vote. A majority (5) of managers is required to change a rule, which would go into effect the following football season.
